Survey process and privacy

How the community survey will work

The survey will collect residents’ preferences while keeping identity information separate from survey answers. The final field plan, privacy notice, and questionnaire will be published before the survey opens.

Five parts of the survey process

01

Independent questionnaire review

A qualified survey researcher will review the questions for neutral wording, balanced choices, clear definitions, accessibility, and order effects. A small pilot will test timing and comprehension.

02

Two participation pathways

Randomly invited households will form the representative sample. An open public link will let other eligible residents participate, with those results labeled and reported separately.

03

Secure access and duplicate controls

Invited households will receive a one-use access code. The open survey will use reasonable checks for automated or duplicate responses without claiming that a self-selected sample represents the entire city.

04

Anonymous response ID

After a completed response is accepted, the system will issue a random confirmation ID. It will not contain a name, address, birth date, ZIP code, or other identifying information.

05

Transparent reporting

CRDTO will publish the exact questions, field dates, recruitment methods, sample sizes, weighting and margin of sampling error for the invited sample, completion and exclusion counts, and separate results for the invited and open-link samples.

Invitation codes and response IDs serve different purposes

Keeping these codes separate supports duplicate controls without putting personal information inside the confirmation number.

Invitation code

A randomly generated, one-use code sent to a sampled household. It controls access to the invited survey and is never displayed in public reporting.

Names will be optional and separate from answers

Participants may complete the survey without providing a name. Anyone who wants to appear on a public list of survey participants must actively give permission. The box will be unchecked by default, and a person’s name will not be published beside their answers.
